JPJ Runner System 2027: Who Needs to Register & How
Guides | 05 Nov 2026

JPJ Runner System 2027: Who Needs to Register & How

Summary: From 1 January 2027, only JPJ-approved registered runners — officially called Perantara Berdaftar (PB) — are allowed to act on a customer's behalf at any JPJ counter in Malaysia. Registration opened on 1 November 2026 through JPJ's own portal, spb.jpj.gov.my.

If you've ever needed to settle your road tax, transfer a vehicle's ownership, or handle any other paperwork at JPJ, chances are you've either used a runner yourself or know someone who has. From 1 January 2027, only JPJ-approved registered runners will be allowed to act on a customer's behalf at any JPJ counter nationwide.

In this guide, we'll break down what the Sistem Perantara Berdaftar (SPB) actually is, who needs to register, how the registration process works, and what it means for you as a car owner — including whether you even need a runner at all anymore.

This article is for general educational purposes only and isn't legal or insurance advice. Always check your own Certificate of Insurance/Takaful and confirm specifics with your insurer before making decisions.

You need to be a registered runner to transact for other person starting 1 Jan 2027.

What Is the Sistem Perantara Berdaftar (SPB)?

The Sistem Perantara Berdaftar (SPB), or Registered Intermediary System, is JPJ's new framework for regulating “runners” — the individuals or companies people hire to handle JPJ transactions for them, like road tax renewal, vehicle ownership transfer (tukar nama), or thumbprint verification.

This move is meant to make intermediary activity more systematic, transparent, and accountable. Starting in 2027, anyone representing a customer at a JPJ counter must carry a valid Perantara Berdaftar ID. Without it, they won’t be allowed to transact on someone else’s behalf at all.

JPJ Runner Key Dates to Remember

For regular JPJ runner service users, or anyone interested in registering as one, there are some dates you need to pay attention to:

  • 1 November 2026 — Registration opens via spb.jpj.gov.my

  • 31 December 2026 — Digital PB status remains inactive

  • 1 January 2027 — Digital PB Card enforcement starts

Who Needs to Register as a JPJ Runner?

Anyone who wants to legally act as a runner representing a customer and handling their transaction at a JPJ counter needs to register, whether they’re doing it solo or through a company.

Eligibility requirements

  • Malaysian citizen

  • Valid MyKad

  • 18 years old and above

  • Free from any JPJ restriction record

  • Free from any legal record or action

There are two categories:

  • Individual intermediary — maximum 3 transactions per visit

  • Organisation intermediary — maximum 5 transactions per visit

How to Register as a JPJ Runner (Step-by-Step)

  1. Go to the SPB portal at spb.jpj.gov.my. You’ll need a MyJPJ ID Advance already set up. If you don’t have one, you can activate it through MyDigital ID in the MyJPJ app, or at a JPJ counter.

  2. Pass the mySIKAP record check.JPJ Runner System 2027: Who Needs to Register & How

  3. Select registration type — Individual or Organisation Intermediary.

  4. Verify your identity through eKYC. You’ll need to pass a face scan and reconfirm your email address and phone number.

  5. Choose up to 3 states where you’ll operate. You can change this later, but only once every 24 hours.

  6. Make a self-declaration (Perakuan Kendiri) — essentially a pledge to act as a Registered Intermediary in good faith.

  7. Submit your application. A temporary password will be emailed to you, which you’ll need to change on first login.

Once approved, you can check your registration status by logging into the SPB portal with your IC number and password. Your Digital PB Card stays inactive until 31 December 2026, then becomes active from 1 January 2027, valid for two years from activation.

What Happens If You Use an Unregistered JPJ Runner?

Even registered runners aren’t endorsed by JPJ — it doesn’t recognise or take responsibility for intermediary services. Registration approval isn’t a stamp of trust or a guarantee over whatever service that runner offers.

If something goes wrong — extra charges, a dispute, even fraud — JPJ won’t be responsible for private dealings between you and your runner. JPJ’s own advice is to prioritise official channels like the MyJPJ app, the JPJ portal, or JPJ counters directly, whenever possible.

Practically, that also means your Digital PB Card can be suspended or cancelled at any time, at JPJ’s discretion. So, a runner being registered today doesn’t guarantee they’ll still be valid tomorrow.

Should You Still Use a Runner or Renew It Yourself?

With all these new conditions on runners, it’s worth asking whether you need one at all. Road tax and car insurance renewal can both be done online yourself in a few minutes — no queueing, no runner fee, and no risk of a dispute with a third party.

Our step-by-step road tax renewal guide walks you through the process if you’ve never done it online before. And if you’re want to bundle road tax renewal with your expiring car insurance, you can renew both through PolicyStreet and save hundreds of ringgit with ongoing promotions available.

Frequently Asked Questions

1. What is a JPJ Perantara Berdaftar?

It's the official term for a JPJ-registered runner — someone approved by JPJ to represent customers and handle transactions on their behalf at JPJ counters.

2. When does this rule take effect?

Registration opened on 1 November 2026. Enforcement (only registered runners are allowed to transact on someone's behalf) starts on 1 January 2027.

3. Can I still use a runner after 1 January 2027?

Yes, but only one who's registered and holds a valid, Active Digital PB Card. Unregistered runners won't be allowed to transact at JPJ counters on your behalf from that date.

4. How do I register as a JPJ runner?

Register online at spb.jpj.gov.my (you need an active MyDigital ID and mySIKAP accounts), choose Individual or Organisation category, verify your identity via eKYC, select up to 3 states, make a self-declaration, then submit your application.

5. Is JPJ responsible if my runner cheats me?

No. JPJ doesn't take responsibility for private disputes, extra charges, or fraud involving a runner — registered or not. JPJ recommends using official channels like MyJPJ or JPJ counters directly where possible.

6. Can I register as an intermediary for both individuals and companies?

No for now. You can register either as an Individual Intermediary (max 3 transactions per visit), or an Organisation Intermediary (max 5 transactions per visit).

7. How long is the Digital PB Card valid?

Two years from the date it is activated, subject to JPJ's conditions — and it can be suspended or cancelled at JPJ's discretion at any time.

8. Can JPJ renew my car insurance too?

No. JPJ handles vehicle registration, road tax, and licensing matters, not insurance. If you want to renew car insurance, you can compare multiple quotes at once through PolicyStreet.

The benefit(s) payable under eligible certificate/policy/product is(are) protected by PIDM up to limits. Please refer to PIDM’s TIPS Brochure or contact Allianz General Insurance Company (Malaysia) Berhad or PIDM (visit www.pidm.gov.my).
